National Survey of Public Servants in Croatia

Since September 2019 I have – together with Kim Sass Mikkelsen and Christian Schuster – collaborated with the Ministry of Justice and Public Administration of the Government of Croatia to design and implement the first National Survey of Public Servants in Croatia.

Between January and March 2020, the Ministry of Justice and Public Administration conducted the survey of public servants in Croatia. The survey was completed by more than 7,000 civil servants from central government ministries, central level agencies, the court administration and the local government administration.

From the Ministry of Justice and Public Administration Tomislav Mičetić and Darija Gradski were responsible for the survey.

Main Results of the survey of public servants in Croatia

Job satisfaction

  • 66% of civil servants agree or strongly agree that they are satisfied with their job.

Work motivation

  • 90% of civil servants agree or strongly agree that they are willing to do extra work for their job that isn’t really expected of them.

Turnover intention

  • 29% of civil servants agree or strongly agree that they want to leave the public administration within the next two years.

Career advancement

  • 54% of civil servants indicate that job performance is ‘very important’ for their future career advancement.
  • 28% of civil servants indicate that support from a politician or someone with political links is ‘very important’ for their future career advancement.

Salary management

  • 40% of civil servants agree or strongly agree that they are satisfied with their salary.
  • 55% of civil servants agree or strongly agree that it would be easy for them to find a job outside the public administration that pays better than their current job.
  • 19% of civil servants agree or strongly agree that their prospects of a pay rise or bonus payment improve if they perform well at work.

Performance appraisal

  • 80% of service servants have had at least one performance appraisal during the last two years.
  • 33% of civil servants confirmed that someone set performance objectives for them before the beginning of the evaluation.
  • 33% of civil servants confirmed that someone discussed the results of the performance appraisal with them.

Job protection

  • 39% of civil servants agree or strongly agree that transitions between governments affect the stability of their job.

Leadership

  • 51% of civil servants agree or strongly agree that their superior says things that make employees proud to be part of their organization.
  • 54% of civil servants agree or strongly agree that their superior cares for their well-being.
  • 50% of civil servants agree or strongly agree that their direct superior sets an example of how to do things the right way in terms of ethics.
